Commissioner Connie Stokes Introduces Legislation to Stop Foreclosures in DeKalb County

DECATUR, GA – DeKalb County’s Super District 7 Commissioner Connie Stokes recently introduced legislation to place a 90-day moratorium on foreclosures in DeKalb County. If passed, the measure will stop all pending foreclosures in the County. Property owners will then have additional time to pursue counseling from a HUD approved counseling agency to obtain a loan modification or other workout plan to prevent foreclosure.

The introduction of the moratorium comes at a time when property values continues to fall and DeKalb is facing budget cuts as a result of skyrocketing foreclosure rates.

“The American dream of homeownership is under siege due to foreclosures,” says Commissioner Connie Stokes. “DeKalb County is experiencing increased homelessness, unemployment, and an overall decline of neighborhoods. We cannot sit and do nothing while residents suffer.”

Georgia is a non-judicial state whereas a property can be foreclosed in as little as 37 days by being auctioned on the courthouse stairs. While chairing the DeKalb County Foreclosure Prevention and Intervention Task Force, Commissioner Stokes submitted a resolution to the General Assembly urging the State of Georgia to increase the length of time in which a property can be foreclosed. Stokes continues to advocate for the state to pass legislation to give Georgia residents reprieve from foreclosures.

Georgia currently ranks 6th in the nation for foreclosures while DeKalb County ranks 3rd in the State of Georgia trailing Fulton and Gwinnett Counties.

The Board of Commissioners is set to vote on the moratorium at the June 22 Board of Commissioners meeting. As a former State Senator, Stokes brings a wealth of knowledge of over 16 years of experience as a policy maker advocating for various housing issues.
